I am wondering it building code are purely for the state to make money, What building codes are really for... Most caribbean islands ignore building code and it make life easier for persons who plan to build...
Please inform me.

Building codes are to ensure that buildings are constructed to certain minimum standards so that in a hurricane for instance the said building does not collapse and kill everyone in it. If your govt is ignoring the codes that is dangerous and will result in many deaths in the carribean from poor construction when the 120 kmh winds blow everything down.
